100% in agreement with skip the faction planning. That can come naturally and otherwise would lead to more railroading or lore dumps that’ll tire most out imo

I find it the easiest way to get started. Otherwise you get swamped with all the politics and extra stuff that can be overwhelming to try and figure out before you even start.

Cities are different than towns, because cities are best when they have multiple internal regions each with their own encounter possibilities. Cities can also hold self-contained campaigns, which would be hard to do in a town.

Agreed. Neighborhoods, boroughs, whatever you want to call them - separate the stuff out and you can have a robust campaign with functionally different "lands" while retaining some semblance of overarching connection.
